Abstract

Quality secondary education has become a major concern in Bangladesh in the twenty-first century. Although the country has made considerable progress in secondary education, questions remain regarding the quality of education. Numerous challenges hinder the delivery of quality education, and the lack of effective academic supervision is one of the key issues. This mixed-methods study collected relevant data from primary and secondary sources through content analysis, surveys, in-depth interviews, key informant interviews (KII), and focus group discussions (FGD).

The study examines the roles and functions of District Education Officers (DEOs), Assistant District Education Officers (ADEOs), Upazila Secondary Education Officers (USEOs), and head teachers in improving teaching and learning and ensuring quality secondary education. It also provides a conceptual analysis of academic supervision, quality education, supervision and inspection, quality assurance, and teaching-learning processes.

The findings reveal that inadequate support and morale, an emphasis on inspection rather than academic supervision, and a lack of dedication and professionalism are among the major challenges affecting effective supervision. The study recommends strengthening the supervisory roles and responsibilities of DEOs, ADEOs, USEOs, and head teachers to improve teaching-learning practices and ensure quality secondary education in Bangladesh.
