Abstract

Persons with disabilities are among the most marginalized and vulnerable groups in Bangladesh. Violations of their rights and social exclusion often begin early in life, even within their own families. Although the Government of Bangladesh has enacted several laws and policies to protect their rights and recognize their equal participation in all aspects of life, persons with disabilities continue to face barriers to accessing education, a fundamental right guaranteed by the Constitution. Students with disabilities are frequently denied admission to educational institutions or drop out before completing their schooling.

This study identifies the reasons why young people with disabilities continue to experience exclusion from educational institutions despite existing legal and policy frameworks. Using a qualitative approach, the researchers conducted interviews with students with disabilities, their support persons, and education professionals. The findings reveal that social stigma, superstitions, discrimination, and negative societal attitudes are key factors contributing to educational exclusion and violations of rights. Students, caregivers, teachers, and education experts also identified institutional barriers and the resources needed to ensure accessibility and reasonable accommodation. The study concludes with recommendations for promoting accessible, inclusive, and quality education for students with disabilities in Bangladesh.
